In Commander, the effect punishes multi-land development and clears the board simultaneously, making it a high-ceiling play in the right strategy. Torment was a small set with limited print volume, and Devastating Dreams has never received a meaningful reprint. Price movement is flat across all tracked windows, consistent with a stable collector-demand category with thin volume.
